FREDON is a public health organization (OVS)

Our Mission

The health of plants, the environment, and humans are interdependent. Current challenges—food security, biodiversity conservation, quality of living environments, and adaptation to climate change—require coordinated action across all these areas. With this in mind, FREDON France combines scientific expertise, local roots, and support for public and private stakeholders.

 

Our missions are organized around three main areas:

  • Plant health: protecting crops and plants from pests, supporting sectors in adopting sustainable practices, and reducing the use of plant protection products.
  • Environmental health: supporting the ecological management of spaces, promoting “zero-pesticide” practices, and fostering biodiversity and regional resilience.
  • Human health: monitoring and preventing risks associated with species that impact public health (such as ragweed, processionary caterpillars, or vector mosquitoes), and raising awareness among local stakeholders.

A mission of public interest

Throughout France, the FREDON France network works to protect plant health, prevent the introduction and spread of pests, and support stakeholders in sustainable plant management.

As Public Health Organizations (OVS) for the plant sector, all regional FREDONs carry out monitoring, prevention, and support missions in accordance with national and European regulations.

 

Phytosanitary surveillance is based on several levels of action, coordinated at the national level:

Inspection of plant sectors: visual inspections, sampling, and diagnostics to detect the presence of pests early on.

 

National coordination with the ESV platform

The FREDON network is fully committed to the Plant Health Epidemiological Surveillance (ESV) platform, created in 2018 by the Ministry of Agriculture
